Dispatchers are communications personnel responsible for receiving and transmitting pure and reliable messages, tracking vehicles and equipment, and recording other important information.[1] A number of organizations, including police and fire departments, emergency medical services, taxicab providers, trucking companies, train stations, and public utility companies, use dispatchers to relay information and coordinate their operations. Essentially, the dispatcher is the "conductor" of the force, and is responsible for the direction of all units within it.

Emergency medical services (abbreviated to the initialism EMS in some countries) are a type of emergency service dedicated to providing out-of-hospital acute medical care and/or transport to definitive care, to patients with illnesses and injuries which the patient, or the medical practitioner, believes constitutes a medical emergency.[1] The use of the term emergency medical services may refer solely to the pre-hospital element of the care, or be part of an integrated system of care, including the main care provider, such as a hospital.

A fire department or fire brigade is a public or private organization that provides fire protection for a certain jurisdiction, which typically is a municipality, county, or fire protection district. A fire department usually contains one or more fire stations within its boundaries, and may be staffed by career firefighters, volunteer firefighters, or a combination thereof.[1]

The police are persons empowered to enforce the law, protect property and reduce civil disorder.[1] Their powers include the legitimized use of force. The term is most commonly associated with police services of a state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as organizations separate from any military forces, or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie and military police are military units charged with policing.
